For this SNOPR, DOE will rely on its existing engineering analysis of microwave ovens to determine the best level of improvements in efficiency that are technologically feasible for this product category.
DOE will evaluate the design of a microwave with the energy performance goals set in the engineering analysis. The engineering analysis will then determine the maximum improvement in energy efficiency that is technologically feasible based on the most advanced microprocessor-controlled model available on the market or in working prototypes, or the maximum reduction in energy consumption that is technically achievable with the current technologies available for this product class.
As part of NIA, DOE will assess the effects on consumers, including the cost savings over the lifecycle, as well as the simple payback period (PBP). DOE will employ its Government Regulatory Impact Model with an adaptation for microwave ovens to calculate industry net present value ("NPV").
DOE will also evaluate the impact on manufacturers and will employ an altered industry cash flow model specifically tailored to this type of product to calculate manufacturing NPV. DOE will also look at the impact of these proposals on small businesses and other manufacturing subgroups to identify those that may be disproportionately affected.
Additionally, DOE will consider whether the testing procedures for microwave ovens should be revised to include active mode energy usage and an integrated active mode energy use measure. The current test procedures only deal with the standby mode power usage.
